WhatsApp doesn’t allow marketing messages from day one, it allows to send Utility messages to 1000 unique numbers from day one, if there are no reports as spam in the reports, it will be upgraded to 2000 in few days and 5000 and 10000. Once cross this limit you can start sending Marketing messages also, but to registered users only.
